What’s the makeup of the ruling council (or triumvirate, elders, court, church, etc.) in your #ttrpg world? I always toss in a heel to play devil’s advocate; just an old habit. I feel like the balance of moral nuance is a tough thing to manage properly, but maybe I’m dense :)
